The Intelligence Community’s Approach to Emerging Technology: Prioritizing Key Tools for Success

The Intelligence Community is facing a plethora of emerging technologies, and the need to prioritize which tools to focus on is becoming increasingly important. Emily Harding, director of the Intelligence, National Security and Technology Program at the Center for Strategic and International Studies, emphasized the importance of precision in decision-making when it comes to adopting new technologies.

Harding warned against the temptation to chase every new technology and start numerous pilot programs, stressing that focusing on a few key priorities is essential for making real progress. With the rapid advancement of technology, organizations within the U.S. government are experimenting with various tools that could significantly impact federal operations.

The Center for Strategic and International Studies has identified five key technologies that could benefit the Intelligence Community’s mission. These include Artificial Intelligence and Machine Learning, Quantum computing, Space-Based Technology, High-Efficiency Batteries, and Bioengineering.

Artificial Intelligence and Machine Learning have the potential to accelerate core functions of national security by processing large data sets and providing critical indications and warnings to policymakers. Quantum computing, although not yet commercially available, could offer significant advantages in sensing and information security.

Space-Based Technology, particularly sensors in low-earth orbit, is expanding collection capabilities, while High-Efficiency Batteries could provide a critical edge in intelligence work by powering various surveillance and communication devices. Bioengineering presents both opportunities and challenges, with the potential for sophisticated weaponry and surveillance tools.
