Exploring the CIA’s Use of Generative Artificial Intelligence in the U.S. Intelligence Community
The CIA is at the forefront of embracing generative artificial intelligence, using the technology across a wide range of applications. The agency’s AI director, Lakshmi Raman, highlighted the use of generative AI for tasks such as search and discovery, writing, brainstorming, and content triage. This technology has been particularly beneficial in helping analysts make sense of vast amounts of open-source intelligence to inform policymakers.
Raman emphasized that while AI tools will continue to be incorporated into CIA workflows, they are seen as augmenting rather than replacing the workforce. The agency views AI, especially generative AI, as a tool to accelerate tasks and allow employees to focus on higher-order work.
However, the Intelligence Community acknowledges the risks and drawbacks of generative AI, such as inaccuracies and “hallucinations.” IC CIO Adele Merritt emphasized the importance of a responsible approach to leveraging this technology and cautioned against getting caught up in the hype surrounding it. IC agencies are taking a thoughtful approach to understanding the potential of generative AI and how it can benefit their operations.
