Understanding the Small Business Investment Company (SBIC) Program: Leveraging Government Resources for Small Business Growth

The Small Business Investment Company (SBIC) Program is a government initiative that provides private equity fund managers with access to government leverage at rates lower than traditional lending sources. This program aims to support small businesses by facilitating access to growth capital for lower middle-market companies.

Managed by the U.S. Small Business Administration (SBA), the SBIC Program has been instrumental in providing billions of dollars in investment and financing to small businesses, leading to the creation or preservation of hundreds of thousands of jobs. One of the key benefits of the SBIC Program is the access to long-term financing through securities called “Debentures,” which are guaranteed by the U.S. government and carry lower interest rates than traditional loans.

In 2023, the SBA expanded the SBIC Program by introducing Accrual SBIC funds and Reinvestor SBIC funds, offering more flexibility to fund managers with different investment strategies. These new funds supplement the traditional SBIC licenses and allow for a broader range of investment opportunities.

SBIC funds can access two types of Debentures: Standard Debentures and Accrual Debentures. Standard Debentures require semi-annual interest payments and are suitable for debt-focused investment strategies, while Accrual Debentures accrue interest over the 10-year term and are designed for equity-oriented funds.

Additionally, the SBIC Program created Reinvestor SBIC funds, which pursue a fund-of-funds investment strategy and focus on underserved reinvestors. These funds are eligible for Accrual Debentures and contribute to economic development in underserved communities.
